Minutes of a meeting of the Open Spaces, Burial and Allotments Committee held 19:00hrs, Tuesday, 19 March 2024, in the Curlew Centre Bridge Room, Sutton Bridge.
Present: Cllr Billings, Cllr Mclaughlin (chair), Cllr Mills, Cllr Philpott, Cllr Pitt, Mrs C Smith (clerk), Mrs Croxford (admin assistant) two members of the public.
24.018. Apologies - none received all present.
24.019. There were no declarations received.
24.020. There were no representations received from members of the public.
24.021. It was resolved to approve the minutes of the meeting held on 13 February 2024.
24.022. Correspondence.
i. An email had been received from a resident concerning a tree on their property. The clerk had visited the site and provided the resident with a copy of Councils tree policy. The resident had been advised that a tree inspection would take place this year to assess the safety of all trees in the Memorial Park and they were advised that it would be all right to trim back any overhanging branches on their side.
24.023. Play Area Safety Training.
i. The Clerk and Cllr Mclaughlin had attended play area inspection training on the 13 March and informed the committee that it had been highly informative.
ii. One of the main points which had been raised was that appropriate responses to risks found from the annual play area inspection report should be addressed according to their level of risk.
iii. The clerk would draft a new inspection report and Cllr Mclaughlin would undertake weekly play inspections in the Memorial Park until such time as the Outside Operative was able.
24.024. Play Area Inspection Report.
i. The committee reviewed the annual play inspection report and identified that three items of equipment needed to be removed due to health and safety issues identified as high risk in the report. It was resolved to remove the A Frame Climber, Wooden Bridge, and the surrounding wooden fence in the children’s play area.
19:22 hrs Cllr Philpott left the meeting.
ii. It was resolved to seek quotes to repair the seat on the see -saw and repair some of surrounding surfacing.
iii. The committee would investigate funding new play equipment for the future.
24.025. Events.
i. Easter – due to time restraints this was now too late to organise for this year.
ii. D -Day – It was resolved to recommend holding two D Day events on the 6 June 2024 in the Memorial Park and take part in the tribute of lighting a beacon at 21:15 hrs and a D – Day Fete on the 15 June 2024.
iii. It was resolved to recommend buying a marquee @ £630 + VAT.
iv. It was resolved to hold a Fireworks event on Tuesday 5 November in the Memorial Park
v. Cllr Mclaughlin, Mrs K Croxford and Mr D Earth would meet at 10am on the 2 April to inspect the field ahead of the Fair arrival to consider ground conditions.
24.026. Burial Ground.
i. It was resolved to approve the colour of the proposed Memorial Stone in the Garden of Rest.
ii. Details of an incident of rough sleeping and action taken by the Clerk was noted.
iii. Thanks were expressed to Cllr Mclaughlin and her son for planting the oak tree near the remembrance wall in the Garden of Rest
iv. The Clerk reported that a donation of four clematis plants had been offered for planting near the pergola in the Garden of Rest. Cllr Mclaughlin offered to plant these once they were available.
24.027. Garden Allotments
i. Residents on the waiting list had been contacted to see if they would like one of the vacant allotments. No replies have been received, the office would continue to try and get in touch.
24.028. Public Participation
i. A member of the public expressed concerns over the removal of the play area fencing due to dogs not being kept on leads. Cllr Mclaughlin reported that due to health and safety reasons explained this action had to be taken.
24.029. There were no quotes for work to report.
24.030. It was resolved to hold the next meeting on 23rd April 2024 at 19:00 hrs.
The chair closed the meeting at 20:30 hrs.
