Minutes of a meeting of the Open Spaces, Burial and Allotments Committee held 19:00hrs, Tuesday, 23 April 2024, in the Curlew Centre Bridge Room, Sutton Bridge.

Present: Cllr Billings, Cllr Cook (observing), Cllr Mclaughlin (chair), Cllr Philpott, Mrs C Smith (clerk), Mrs Croxford (admin assistant), one member of the public.

Absent: Cllr Pitt

24.031. Apologies – Cllr Mills

24.032. There were no declarations received.

24.033. Representations received from members of the public.

i. It was asked why the tree in the Memorial Park and not been removed and why the field had not been repaired following the recent work in the churchyard. The clerk reported that the churchwarden had been in contact with the contractor regarding the work and it was hoped that this would be resolved shortly.

24.034. It was resolved to approve the minutes of the meeting held on 19 March 2024.

24.035. Correspondence.

i. An email had been received concerning the alleyway from Stanley Drive to Railway Lane North. It was noted that a letter would be sent to the owner to inform them that the area of land needs to be cut, a timescale of two weeks would be set to give them time to respond. The matter would be reviewed after this time.

24.036. Memorial Park

i. The clerk reported that the A Frame and wooden fence around the children’s play area had been removed from the Memorial Park.

ii. Correspondence had been received concerning dogs and children’s safety now that the fence had been removed. The clerk had replied to residents informing them that the Parish Council were considering a scheme to make improvements in the play area.

iii. The clerk would obtain quotes from companies to develop ideas for new equipment so that funding could be obtained.

24.037. Events.

i. 6 June 2024 D -Day – Cllr Mclaughlin reported that this would be an evening event starting at around 19:30 hrs. A choir had kindly offered to come to sing for an hour, and then a reading of the International Tribute to be undertaken at 21.15 hrs alongside the lighting the Beacon to represent the Light of Peace.

ii. 15 June 2024 – Summer Fete – Cllr McLaughlin reported that this would be an afternoon event commencing around 12.00. Events would include a dog show, cake competition, crafts, refreshments and streaming of Trooping of the Colour in the Curlew Centre. It was agreed that the committee would meet up with the Curlew Centre Committee to discuss further details for the day. 

iii. A benefactor had offered to donate a gazebo, further details to be discussed at the next full council meeting.

iv. It was resolved to recommend the acceptance of the donation generator.

24.038. Burial Ground.

i. Cllr Billings and the clerk would undertake cemetery training on the 30 April and the 1 May 2024.

ii. Cllr Mclaughlin and Cllr Philpott would purchase four clematis as previously resolved (min ref. 21.166.06) at a cost of no more than £80.00.

iii. The admin assistant had arranged the installation of the reserved plaque markers in the Garden of Rest.

24.039. Garden Allotments

i. It was resolved to advertise the vacant allotments and mark out accordingly. The first-year rent would be offered as free of charge due to the non-cultivation of the plots to get them up and ready for the coming season. 

24.040. Public Participation 

i. A member of the public reported that dog waste had been reported in the children’s play area now that the fence had been removed. The clerk would report to the dog warden and the outside operative would keep an eye on the area.

24.041. It was resolved to remain in open session.

24.042. There were no quotes for work to report.

24.043. The chair would call the next meeting when required.

The chair closed the meeting at 20:30 hrs.
