Minutes of the meeting of the Personnel Committee held 16:30hrs Tuesday, 03 December 2024 held in the Parish Office.

Present:  Cllr Judd, Cllr McLaughlin, Cllr Pitt (Chair), Cllr Scarlett, Cllr Philpott. C Smith (Clerk CS), 

Under the Personnel Committee’s terms of reference, the meeting opened under closed session due to reasons of confidentiality, in accordance with the Public Bodies (Admission to Meetings) Act 1960 s.1(2). (18)

24.17. There were no Apologies.

24.18. Declarations of Pecuniary and other Interests - There were no declarations of disclosable interest.

24.19. Minutes - It was resolved to approve the minutes of the meeting held 15 August 2024.

24.20. Staff Hours – The clerk tabled the summary of clerk hours. No great concerns were raised although it was noted that the Admin Assistant had gone over the allocated hours. This would be managed with TOIL in the first instance. It was agreed to monitor the level of hours and review at the end of the year.

24.21. Clerk’s Appraisal – The clerk left the room whilst the appraisal was discussed. The committee received the Clerks Appraisal and noted that it was satisfactory, as per the contract of employment the next increment would be applied for the next financial year.

24.22. Budget Information and Salary Budget – The committee reviewed the detailed budget figures. The change in the budget to bring in more Employer National Insurance contributions would have a great effect on the budget as part time employee’s salaries would now fall within the range. The uplift of the JCC national pay scales and minimum wage increases meant that the budget needed to rise. Consideration was also given to the possible need for another member of staff or more hours to manage the new Pavilion and Play zone that may be built next year. It was agreed to recommend £75,000 be allowed for salaries in next year’s budget.
