Minutes of the Sutton Bridge Parish Council Extraordinary Meeting held 19:00hrs Tuesday, 11 June 2024, in the Curlew Centre Bridge Room, Sutton Bridge.
Present: Cllr Ann Billings, Cllr Chris Brewis, Cllr Diane Cook (from 19:05), Cllr Tony Judd, Cllr Sue McLaughlin, Cllr Mary Middleton (Chair), Cllr Melvyn Philpott, Cllr Michelle Pitt, Cllr A Scarlett, Mrs. C Smith (clerk).

24.128. Apologies were received from Cllr Booth and Cllr Mills.
24.129. There were no declarations of interest, although Cllr Brewis stated that he would not vote on item 5 as he was on the planning committee.

24.131. PlayZones.
Cllr McLaughlin gave a presentation on the Football Foundations PlayZone scheme. It was a scheme to develop a Multi Use Games Area, 30mx20m, the area would be enclosed and secure with users accessing the area by a keypad. 1-5 different sports could be marked out and equipment was kept on site. Sutton Bridge, as an area of deprivation, was one of the preferred sites identified by Consultants, employed by Active Lincolnshire on behalf of the Football Foundation. An application had been submitted including Sutton Bridge, the scheme would cost £250-£200k. The majority of funding would be provided by the Football Foundation, 25% match funding would need to be identified by the Parish Council. It was intended to seek grant funding for this element.

Two sites in Sutton Bridge had been identified – areas in the Memorial Park and Princes Street Play Area.
Cllrs discussed the scheme and noted replacement costs of £60k after 10 years. Usage of the facility was discussed, it was reported that a similar facility in the walks at Kings Lynn was very well used. It was noted that if the Playzone wasn’t booked it could be used free of charge to make it as accessible as possible for people who could not afford to pay to use it.
Consideration would need to be given to emergency access, vehicular access and security. It was suggested that CCTV would need to be installed to protect the facility.
Proposed by Cllr Brewis, seconded by Cllr Judd it was resolved unanimously to continue with the application to be part of the scheme.
24.132. Planning Application H18-0463-24 – Cllrs discussed the project and resolved by a majority decision to comment that there was insufficient parking for the number of units in the development. Proposed Cllr Brewis, seconded Cllr Judd. It was agreed that the clerk would contact the builders and ask if the area not being used in the basement could be used for parking.
24.133. Public Representations
A member of the public commented that it would be shame if the development of the Bridge Hotel did not go ahead because of lack of parking as the main issue for them was to deal with an unsightly building and provide homes for people.
