Minutes of a meeting of the New Pavilion Committee held 19:00hrs, Tuesday, 19 November 2024, in the Bridge Room at the Curlew Centre, Sutton Bridge.

24059. Apologies for Absence – David Sones

24060. Welcome – Cllr Middleton welcomed V Smith as a co-opted representative of the    football club.

24061. Declarations of Interest – none received.

24062. Public Representations - No members of the public were present.

24063. Minutes of the last meeting – It was resolved to approve the minutes of the meeting held on 15 October 2024.

24064. Chairs report – Cllr Middleton reported that she had met with the FF and FA to discuss the play zone. There had also been a team meeting, and the outcome had been that in order to fit the Play zone in the pavilion would need to be moved. Further enquiries had also been made into the funding and when this could be expected to re-open.

C Brandon-King reported on the request for further information from the FF and the on-going work to bring this together. The group discussed visiting other facilities to help get the information about the expect use and management of the facilities. The email with details required from the FF had been forwarded to the clerk, David Earth and Vicki Smith. The spreadsheet information about the football usage of the pavilion could only be provided with input from the football club.

24065. New Site of Pavilion and PlayZone – The group looked at the scaled plan and discussed the alternative placement of the pavilion and play zone. It was concluded that the pavilion would need to sited nearer the car park; and the play zone where the current pavilion is sited. The old pavilion would need to be demolished. The agreed position would be 10-15 m from the carpark fence and 4-5m away from the boundary fence line.

24066. D Earth confirmed that he had asked the Peterborough league for confirmation of the minimum requirements for temporary changing. It was also hoped that the matches could be played before the demolition.

24067. Planning it was agreed that a pre-application meeting would be arranged with the planning office to work out a timetable and the possibility of sharing costs for planning applications for the Pavilion and Play Zone. A phase I and Phase II approach could be adopted. The siting of the storage container was also discussed, this would be under a separate application. MM would contact Craig (Mulhall Leisure Consultancy) and the planning office to arrange the meeting. 

24068. Trees – it was noted that the new position would mean that the trees on the boundary would need to be taken down. Most of these trees were in groups that were strangled by Ivy and had not been closely maintained. They were overhanging the pavilion and would block out the light for the solar panels making them less efficient. There were time constraints for working on trees due to birds nesting, this work would need to be expedited to be completed before the end of February.

24069. Funding – The grant application for COF was still pending, John Hayes had been contacted and he has reported that he will let the Parish Council know when the fund is open again for applications. The Lottery Fund application for the play zone had been submitted. The clerk would forward the new position of the play zone to the fund manager. LM and DW would look at the Parishes Online software to see if a new site plan could be drawn. (Clerk to forward software password.) 

24070. Date and Time of Next Meeting – It was resolved that the next meeting would be on 12 December 2024 at 4pm
