15 August 2024 Personnel Committee

Minutes of the meeting of the Personnel Committee held 16:00hrs Thursday, 15 August 2024 held in the Parish Office.

Present:  Cllr McLaughlin, Cllr Middleton, Cllr Pitt, Cllr Judd.

Under the Personnel Committee’s terms of reference, the meeting opened under closed session due to reasons of confidentiality, in accordance with the Public Bodies (Admission to Meetings) Act 1960 s.1(2). (18)

24.09. Election of Chair and vice-chair – Cllr Pitt was elected chair and Cllr McLaughlin vice chair for the coming year.

24.10. Apologies – Cllr Scarlett.

24.11. Declarations of Pecuniary and other Interests - There were no declarations of disclosable interest.

24.12. Minutes - It was resolved to approve the minutes of the meeting held 20 March 2024.

24.13. Staff update – CS updated councillors regarding the outside operative position. It was agreed that the temporary position would continue until 1st December 2024. A review would be undertaken in November to establish if this would need to be extended. It was noted that the National pay award for 24/25 was still in negotiation but was expected to be the same as last year £1260(pro rata) or 2.5% whichever is greater.

24.14. Staff Hours – It was reported that the Admin Assistants hours were over contract, it was agreed not to extend hours at this time. Consideration would be given to overtime later in the year but it was hoped the hours could be managed within contract in the first instance. There were no concerns with the outside operative and clerk hours.

24.15. Appraisals – the clerk reported that the Admin Assistants appraisal had been completed with positive comments from all Councillors. The Admin Assistant continues to provide work diligently on behalf of the Council and provide excellent service to the community and had now been in post for 10 years, the experience brought to the job had proved invaluable. It was agreed to recommend to Council that the admin assistant receive an increment.

Clerks Appraisal – this was scheduled in November and would be undertaken by Cllrs McLaughlin and Pitt.

24.16. Date of Next Meeting - a meeting would be called to review salary budget and clerk’s appraisal later in the year.

 

There being no other business, the chair closed the meeting at 16:35 hrs.
