Notice is hereby given, and all members of the Council are asked to attend a meeting of the Parish Council 19:00hrs Tuesday, 31 October 2023 in the Bridge Room, The Curlew Centre, Sutton Bridge.

Public Forum.

As indicated below, 15 minutes is set aside to hear from members of the public, when a short statement may be made, or a question asked (3 minutes per person). Anyone wishing to speak should raise their hand and wait to be asked by the chair. A question shall not require a response nor start a debate. Unless otherwise indicated, members of the public may not speak at any other time.


1. To note members’ attendance and to receive apologies for absence.

2. To receive declarations of disclosable interests and to consider requests for dispensation.

3. To receive representations from members of the public. 

4. To approve the minutes of the meeting held Tuesday, 26 September 2023. 

5. To approve the minutes of the extraordinary meeting held on the 17th October 2023

6. To receive any police matters.

7. To receive the chair’s report.

8. To receive the clerk’s report / outstanding matters not on the agenda.

9. To receive reports from District & County Council councillors.

10. Financial matters.

01. To approve the September 2023 cash book and bank reconciliation for September and Quarter.

02. To approve payments to 31st October 2023 and note the two members authorising bank payments.

03. To consider grant applications

11. To consider recent correspondence.

12. To consider planning applications

13. To note planning comments submitted by the admin assistant in accordance with the Council’s planning policy.

14. To note District Council planning decisions.

15. Committee Reports

01. New Pavilion

i. To receive the minutes of the last meeting

ii. To resolve on setting up a Fundraising Working Party and appoint Cllr Bruch, Cllr Phillpott, and a co-opted member as per recommendation from the New Pavilion Committee.

iii. To resolve on a proposal for a grand prize draw in aid of the new sports pavilion

02. Garden Allotments’ Committee

i. To receive the minutes of the last meeting.

ii. To resolve to amend the rules & regulations and tenancy agreements to include a provision for recovering costs from a tenant who leaves an allotment plot in an unacceptable condition.

03. Open Spaces Committee

i. To consider to appoint Cllr Bruch onto the Open Spaces Committee

ii. To arrange a meeting to consider the Play Inspection Reports

iii. To consider report by SBUFC of mole holes in the Memorial Park 

04. CCTV Working Party

05. Community Speed Watch Working Party

06. Other committee and working party reports.

16. To receive any outside body representative reports.

17. To consider the installation of the Speed Indicator Sign.

18. To resolve on a proposal for a joint Newsletter with The Curlew Centre (Cllr Philpott).

19. To resolve on a proposal for speed limit sign in the car park (Cllr Bruch)

20. To resolve to move into closed session [Public Bodies (Admission to Meetings) Act 1960 s.1(2).]      

21. To consider quotes for general works.

22. To consider confidential contractual matters relating to the new pavilion project.

23. To consider confidential individual grave plot matters relating to the burial ground.

24. To consider confidential staffing & administration matters and to resolve appropriately.
