Minutes of a meeting of the New Pavilion Committee held 19:00hrs, Tuesday, 21 November 2023, in the Bridge Room at the Curlew Centre, Sutton Bridge.
Present: Cllr A Billings (observing), Cllr S McLaughlin, Cllr M Middleton (Chair) Cllr N Mills, Cllr M Philpott, Mr D Earth (SBUFC), Mr D Wall (co-opted), Mr L Marchant (co-opted) Mrs C Smith (clerk), Mrs K Croxford (admin. asst.), Mr C Brandon King (Fundraising Working Party) and seven members of the public
Absent: Cllr A Landy
23.081. There were no apologies.
23.082. There were no declarations of interest or requests for dispensation.
23.083. The chair welcomed questions from the public.
i. It was asked how the project was progressing. It was reported that the committee were working on the completion of the ground investigations which hoped to be completed in early December. The drainage survey would also be undertaken. A meeting with planners had been arranged to establish planning requirements.
ii. A member of the public asked if any thoughts had been made to care for the building once it had been built. Cllr Middleton confirmed that the building would be the responsibility of the Parish Council and that this would be considered in more detail as the project progressed, the main focus at the moment was to get the building completed.
iii. The chair reported that if anyone wanted to see any further drawings of the proposed pavilion, please contact her.
iv. What were the white lines on the field around the Football target wall? Cllr Middleton confirmed that these were the proposed footprint of the new building, but this was still subject to any planning applications.
v. It was asked if a further public meeting would take place to discuss the progress of the project. Cllr Middleton confirmed that this was being investigated and it was hoped that it could be held at a weekend to accommodate those that work during the week.
vi. Mr C Brandon King reported that two sources of funding from the Levelling Up Fund and the Football Association were being investigated to help with raising funds to build the Pavilion.
23.084. It was resolved to approve the minutes of the meeting held on 17 October 2023.
23.085. There was no correspondence.
23.086. It was noted that the Flood Risk Assessment and Topographical reports had now been received from Ridge & Partners.
23.087. The Tree Survey had been completed on the 11th October and the report had now been received.
23.088. Funding Strategy.
i. Cllr Philpot reported that a Grand Prize Draw would take place on Friday 22nd March in the Curlew Centre to raise funds for the new Pavilion, tickets would be available shortly.
ii. David Earth confirmed that the Football Foundation had been approached regarding funding but there were currently no funds available until 2025.
iii. Following investigations into fundraising with the Football Association it had been suggested that to apply for large funding a lease would need to be in place, this would be looked into further.
iv. It was resolved to recommend to full Council to appoint a professional bid writer to complete the levelling up fund application at a cost of £400.
23.089. It was resolved to set the date of the next meeting at 19:00hrs on the 23rd January 2024.
