Minutes of a meeting of the New Pavilion Committee held 18:00hrs, Tuesday, 17 October 2023, in the Diamond Hall at the Curlew Centre, Sutton Bridge.

Present: Cllr A Billings (observing), Cllr D Bruch (observing), Cllr S McLaughlin, Cllr M Middleton (Chair) Cllr N Mills, Cllr M Philpott, Mr D Earth (SBUFC), Mr D Wall (co-opted), Mr L Marchant (co-opted) Mrs C Smith (clerk), Mrs K Croxford (admin. asst.), Ms J Beake (press) and twenty-two members of the public 

Absent:   Cllr A Landy

Cllr Middleton welcomed everyone to the meeting.

23.069. Apologies were received from Cllr A. Landy

23.070. There were no declarations of interest or requests for dispensation.     

23.071. A presentation by co-opted members of the pavilion committee about the proposed new pavilion in the Memorial Park was given. (see Appendix 1).

23.072. Public representations were received.

i. A member of the public asked if any provisions had been made to install CCTV within the building to prevent vandalism. Mr Marchant confirmed that CCTV was being investigated as part of the project.

ii. It was asked how much the new pavilion would cost to build and what the life span of the building was expected to be.  Mr Wall replied that it would cost approximately £714,000 with everything in, the life expectancy would be in the region of 50 plus years.

iii. What were the next steps of the project? Mr Wall and Mr Marchant reported that all costs of the building were still being currently worked on before outline planning permission could be obtained. The project would then be handed to the Council to put out to tender and funding could be investigated.

iv. Details of sponsorship provided by a member of SBUFC was noted. 

v. It was asked if wind power had been looked into as a source of energy for the building? Mr Wall replied and commented that costs to run the building would be further investigated by the Council.

vi. It was further asked if The Rt Hon Sir John Hayes had been informed of the proposed building. The chair replied that he was supporting the project and was the President of Sutton Bridge Football Club.

19:00hrs Cllr Billings and nineteen members of the public left the meeting.

23.073. It was resolved to approve the minutes of the meeting held on 12 September 2023.

23.074. There was no correspondence.

23.075. It was reported that Cllr A Landy had been unwell so there was still no update on the UK Shared Prosperity Fund Prospectus. 

23.076. It was resolved to set the date of the next meeting at 19:00hrs 14th November 2023

23.077. It was resolved to move into closed session in accordance with the public bodies (Admission to Meetings) Act 1960 s.1(2).

19:10hrs three members of the public and Cllr Bruch left the meeting.

23.078. It was resolved to recommend payment of £525.00 +VAT for the ground tests sub-contractor brief.

23.079. It was noted that the tree report had been received. The admin assistant would chase up Ridge & Partners for the remaining reports.

23.080. It was resolved to recommend to full council that a New Pavilion Fundraising Working party is set up. 

 

19.40 hrs the chair closed the meeting.
