Minutes of the meeting of the Personnel Committee held 16.30hrs Friday, 14 November 2025 held in the Parish Office at the Curlew Centre.

Present: Cllr Judd, Cllr Pitt (Chair), Cllr Kirby-Fox, Mrs C Smith (Clerk)

Under the Personnel Committee’s terms of reference, the meeting was opened under closed session due to reasons of confidentiality, in accordance with the Public Bodies (Admission to Meetings) Act 1960 s.1(2). (18)

25.14. Apologies were received from Cllr Mclaughlin and Cllr Scarlett

25.15. There were no declarations of disclosable interest.

25.16. It was resolved to approve the minutes of the meeting held 14 August 2025.

25.17. Clerks Appraisal.

01. Cllrs noted that the clerk had had a satisfactory appraisal conducted by Cllrs Pitt and McLaughlin. 

25.18. Salary Budget 2026-27.

01. The committee received a budget paper detailing last year’s expenditure, this year’s budget and predicted expenditure. A budget for 2026/27 was considered allowing for inflationary increases in minimum wage and Local Government pay scales. It was noted that pension contributions were expected to fall, this information had only just become available and the clerk was still calculating how this would affect the budget. The committee discussed an adjustment of weekly hours and agreed to allow 2 more hours for the admin assistant. The clerk would work 2 hours less a week. Additional hours were also added to the calculation to allow for the opening of the toilets at the weekend. It was agreed to set an overall salaries budget of £77,000.

25.19. Outside Operative.

01. The Outside Operative’s last day would be on 20th November, although the leaving date was 30th November. Some outstanding holiday would be taken in the final week with other hours paid. The clerk had calculated that an additional 17 hours needed to be paid this was agreed.

02. It was agreed to shortlist on 25th November before the Council meeting -Cllrs Pitt and Scarlett would undertake this with the clerk. Cllr Judd would interview with the clerk on 1st December. The clerk would email Cllrs to update them on the recruitment and ask if anyone would volunteer to help with litter and bin emptying until the post is recruited.

25.20. Any other matters.

01. The committee discussed if the opening of the toilets should be included with the outside operative job or this would be a separate post. It was agreed to discuss this with Council at the November meeting.

There being no other business, the chair closed the meeting at 17:49 hrs.
