Minutes of a meeting of the New Pavilion Committee held 19:00hrs, Tuesday, 21 January 2025, in the Bridge Room at the Curlew Centre, Sutton Bridge.

25.001. Apologies – none received.
25.002. There were no declarations of interest or requests for dispensation.
25.003. Co-Option – Mr Matthew Warr was welcomed to the meeting and co-opted to the committee.
25.004. Public Representations - none.
25.005. It was resolved to approve the minutes of the meeting held on 19 November 2024.
25.006. Feedback from a meeting on 28th November – it was noted that the football club representatives met with Mr C Brandon-King and went through the Football Foundation application for grant form.
25.007. Trees – The biodiversity report for the removal of the trees behind the new pavilion site was available and would be going to planning, some of the vegetation would need replacing. As soon as planners confirmed it was acceptable it was agreed that the old pavilion should be demolished, and the trees be removed before the nesting season. There was only one game left this season; the football club had been looking at clearing the old pavilion and storing equipment. The Committee thanked the Club for their flexibility with the timings related to the project.
Cllr Middleton gave an update regarding funding for the playzone; there is a stalemate position that without planning we could not apply for grant funding and the Football Foundation (FF) would not apply for planning until SBPC had the funding in place. It remained a complicated issue with planning and funding for the pavilion and playzone interlinked. There was a limited time for the Playzone to be achieved, as the FF offer was only available in the short term and, future funding could not be guaranteed.
25.008. Planning Officer Meeting – MM reported that this joint meeting with SBPC, FF and the planning office was to explore the possibility of a joint planning application. FF confirmed that they would be applying for planning separately and only when match funding was confirmed.
25.009. Pavilion Grants and Applications – it has been established that the FF were the only large funder left, and they would not fund a building with a leisure area attached. Given that the development of facilities now also included the playzone the Committee agreed to concentrate on providing a smaller pavilion with changing areas and a kitchen/clubroom. The area between the two would be an area for those waiting to use the facility or spectators for the pitches and playzone.
MM reported that the FF had confirmed that the maximum they would fund was £220k
When the old pavilion was demolished, the utilities would still be available to be used by any temporary accommodation. David E would look at quotes for temporary accommodation.
25.010. Playzone Funding - Applications had been submitted for the match funding, it was hoped that when this project went forward it would help to kick off funding for the pavilion.
25.011. Public Representations – the need for a football pavilion was expressed along with concerns that without one the club may be at risk. The committee discussed the project with members of the public present.
25.012. Date of Next Meeting - The next committee meeting was scheduled to take place 19:00hrs Tuesday 18 February 2025.
The chairman closed the meeting at 19:46 hrs.
