Minutes of the meeting of the Personnel Committee held 16.15hrs Tuesday, 11 February 2025 held in the Parish Office at the Curlew Centre.

Present: Cllr Judd, Cllr McLaughlin, Cllr Pitt (Chair), Cllr Kirby Fox. C Smith (Clerk CS)

Absent: Cllr Scarlett

Under the Personnel Committee’s terms of reference, the meeting was opened under closed session due to reasons of confidentiality, in accordance with the Public Bodies (Admission to Meetings) Act 1960 s.1(2). (18)

25.01. Apologies were received from Cllr Scarlett

25.02. There were no declarations of disclosable interest not previously disclosed.

25.03. It was resolved to approve the minutes of the meeting held 03 December 2024.

25.04. Update on Staff Hours.

01. The clerk reported that hours remained within acceptable levels although one member of staff had accrued more hours and this seemed to be a constant over the last year. Some of the time would be taken as TOIL and the situation would be monitored. The clerk reported that this could be managed within budget for this year. 

02. It was resolved to allow 5 days (or equivalent pro rata) annual leave and up to 15 hours TOIL to be carried over into next year. It is intended that the hours should be taken when the Council is a little less busy but the situation would be reviewed at the next Personnel Committee.

25.05. Staff appraisals – two Councillors had responded to the appraisal review for the Clerk and Admin Assistant.

01. Both responses were positive and highlighted the conscientious work undertaken by the administrative staff. These would be used to inform the staff appraisals to be carried out later in the year. 

25.06. Playzone and Pavilion staff provision.

01. The clerk reported that the PlayZone looked like it could be commissioned in the near future. The Committee discussed the sort of roles needed to staff the Playzone and pavilion and agreed that there would be administrative and caretaker functions but until the facility was up and running the demand was difficult to determine. It was agreed that some of the work could be done by volunteer Councillors whilst the workload was established. It was resolved to keep the situation under review and considered at the next meeting.

There being no other business, the chair closed the meeting at  17:13   hrs.
