Minutes of the Sutton Bridge Parish Council Extraordinary Meeting held 19:00hr Monday, 08 September 2025, in the Curlew Centre Bridge Room, Sutton Bridge.
Present: Cllr C Brewis, Cllr M Booth, Cllr T Baldry, Cllr D Cook, Cllr T Judd, Cllr J Kirby-Fox, Cllr S McLaughlin, Cllr M Middleton, Cllr M Philpott (from 7.20pm), Mrs C Smith, (Clerk)
Absent: Cllr Scarlett

Members of the public stated that they would speak in the public section later in the meeting.
25.193. PlayZone Project
i. Letter of Intent – It was resolved to sign the letter of intent produced by Edge committing to the expenses of preliminary contract work. The clerk reported that these costs would be included in the final project costs.
ii. Football Foundation Offer of a Grant agreement – it was resolved to accept the formal offer of a grant for the PlayZone. Cllr McLaughlin was nominated to access the Portal and sign off the agreement. The Clerk would be added to the portal and be the second signatory. Cllrs offered their thanks for all the work done by Councillors and volunteers to get this project and facility built for Sutton Bridge.
25.194. Temporary Changing and Toilet Building – Mary described the temporary facility that may be suitable for the football club. The cost of one unit is £3000. The cost of transport would be covered by a haulage company arranged by Sir John Hayes. Cllrs Booth and Brewis reported that they would fund the cost of the building through their SHDC budget. D Wall was looking into utility connection costs for the building.
25.195. It was resolved to suspend standing orders to allow member of the public to speak – representatives from the football club thanked Cllrs for their help in getting a facility for the club which meant that they could play their home games in Sutton Bridge. It was reported that the Peterborough District League had promised a grant of £500 towards the temporary building costs.
25.196. Funding for New Pavilion – Councillors discussed the funding for the new pavilion. All were disappointed that the funding situation was no further forward despite a lot of work having been done to apply for funding. There was still a possibility of a grant from the Football Foundation. It was resolved to start the process to obtain a loan from HM Treasury for the shortfall in funding for the new pavilion. This would include a public meeting to consult on the proposal and a business plan put together. The Pavilion committee would continue to lead on the project and plan the public consultation.
25.197. Public Representations –. A member of the public asked if the appeal was still receiving representations regarding the Asphalt plant. It was confirmed that the deadline had passed and no further comments would be received.
The chair closed the meeting at 19.55 hrs.
