Minutes of the Sutton Bridge Parish Council Meeting held 19:00hrs Tuesday, 12 August 2025, in the Curlew Centre Bridge Room, Sutton Bridge.

Present:  Cllr C Brewis, Cllr T Judd, Cllr J Kirby-Fox, Cllr S McLaughlin, Cllr M Middleton, Cllr M Philpott, Cllr A Scarlett, Mrs C Smith, (Clerk)

Absent: Cllr Baldry Members of the Public: 11

Unless otherwise stated, actions are to be undertaken by the clerk. 

25.183. Apologies were received by Cllrs Booth and Pitt.

25.184. Declarations - Cllr Kirby-Fox declared a personal interest in item 4.

25.185. Public Representations.

i. Residents of Tycho Close outlined the problems of antisocial behaviour experienced since the fence on the boundary of the Memorial Park and Tycho close had been knocked down. People using this as an access had been abusive and caused problems for residents. All incidents were reported to the Police but it was felt that there had been no support from any agency. The history of the boundary and trying to establish responsibility was discussed by residents and Councillors. Although it had been established that LCC had adopted the highway sections they would not accept responsibility for the fence. Residents asked that the parish council consider re-establishing its own boundary with a wire fence.

25.186. Tyco Close Fence – Councillors discussed the boundary and that the block paving had been laid over the boundary slightly into the Memorial Park. It was resolved that the boundary be re-established, a wire fence connecting the existing fence in a straight line along the boundary would be erected. The clerk would ask local contractors for a price, the decision would be delegated to the finance committee. Money for this would have to come out of the general reserve to be replaced by the precept 26/27.

25.187. Tyco Close Tree – Councillors discussed the Ash tree overhanging 6 Tycho Close. It was resolved to cut down the tree for safety. The clerk would obtain prices for the work to be agreed at the finance committee. The tree work budget had already been spent for this year as a lot of safety work had needed to be done. Funds for this work would have to come out of the general reserve to be replaced by the precept 26/27.

25.188. Curlew Centre Toilets - Councillors agreed that the toilets should be open at weekends as the facility was advertised on the roadside. It was agreed that a volunteer group could be formed to open the toilets. It was not clear what may be required in terms of cleaning and stocking the toilets. It was agreed to ask South Holland if the toilets could be opened at weekends, 8am-6pm, and what volunteer support would be needed to enable this.

25.189. Public Representations – Members of the public thanked Cllrs for their consideration of the issues facing Tycho Close.

Emergency Planning Group – a member of the public raised the issue of the Emergency service helicopters landing in our locality and managing the public in these circumstances. It was noted that this could be added to the local emergency plan. The member of the public agreed to join the local team as a representative of the local coastguard.
