Minutes of a meeting of the New Pavilion Committee held 19:00hrs, Tuesday, 17 February 2026, in the Bridge Room at the Curlew Centre, Sutton Bridge.

26.011. Apologies – Mr D Wall
26.012. There were no declarations of interest or requests for dispensation.
26.013. Public Representations - There were no public present.
26.014. It was resolved to approve the minutes of the meeting held on 20 January 2026, these were signed by the Chair.
26.015. Playzone Project
01. Cllr McLaughlin as project lead was delegated authority to sign the JCT works contract on behalf of the Council. The signed copy would be forwarded once the administrative queries had been addressed. The contract sum was for £57k less than the previous estimate. Work was scheduled to begin at the end of March and completed by August. There was concern that the soft start scheduled would mean some weeks without activity on site.
02. The clerk reported that there would be a site meeting on 3rd March to identify areas where the works compound would be placed and to review the site in general. Regular monitoring of the works would be undertaken by contract managers Edge on behalf of the Parish Council and Football Foundation.
26.016. Temporary Pavilion
01. The Football Club were still sourcing quotes for a crane to lift the buildings into place. There had been no objections from Councillors should they need to be stored on the carpark, but it was hoped that this would not be necessary.
26.017. Pavilion Project
01. Meeting with Sir John Hayes- .MM reported that Sir John had summoned the Football Foundation to a meeting and they had not responded. He was not happy with the lack of communication and would be following this up.
02. Fundraising Grants – MM had identified some small local grants to be applied for before the end of May.
03. Public Loan – it was recommended to use a project cost of £500k as a starting point and look at a loan for £400k. The remaining £100k would be raised from the Football Foundation and East Coast. This recommendation would be added to full council agenda to discuss moving forward with a public meeting.
04. Update on other providers – MM reported that she would visit a facility in Coventry with lower building costs, the building quality needed to be ascertained.
05. MM read a draft of a letter to the management of the Football Foundation asking for clear guidance on policy following the rejection of a bid for a large build by the local delivery manager. The group agreed this needed to be sent as according to all published criteria, Sutton Bridge met the targets.
