26.041. Temporary Pavilion Facilities

01. Planning Application –The Clerk and Chair had submitted the planning application; however, it was returned as invalid. The issues identified related to the building measurements, and an amended scaled site layout plan was required. In addition, the Biodiversity Net Gain (BNG) and Flood Risk Assessment (FRA) documents must be updated to reflect the current proposal. Members discussed the matter and agreed that further clarification should be sought from South Holland District Council regarding the reasons for the application being considered invalid.

02. Repositioning of the slabs –The new Playzone building equipment had been installed in the location where the temporary building was due to be moved. As no schedule or timescale had been provided for the removal of this equipment, members agreed that further information should be requested from the Contract Manager regarding the anticipated completion date. Mr Earth reported that he had spoken with the contractors, who confirmed that they would reposition the slabs free of charge. This offer was made as a goodwill gesture to rectify an issue arising from earlier works and to assist the Council.

03. Floodlighting Posts – SBUFC would remove the redundant floodlighting posts, any problems with this they would come to Council for assistance.

26.042. Pavilion Project

01. Cllr Middleton advised that she had located an email dated June 2023 from Ms S. Powell, Head of Football Development at the Lincolnshire Football Association, which stated that the Football Foundation could provide funding of up to £250,000 towards projects of this nature.

02. Cllr Cook asked whether local schools could assist with fundraising efforts for the new pavilion. Mr Brandon-King advised that schools had previously been approached; however, as the proposed new facilities would be located away from the local schools, transportation difficulties would make their involvement challenging.

03. Members discussed the potential for securing funding from the Football Foundation. It was noted that, if Football Foundation funding could be obtained, additional funding sources could also be explored to support the community aspects of the project. Although the building would be used by the football club, this was estimated to account for approximately 30% of overall usage, with the remaining time available for wider community use.

04. Cllr Middleton had responded to a feedback questionnaire that had asked for opinions on the funding system , and had suggested that government should encourage greater coloration between funding bodies, provide clearer guidance and recognise the particular challenges faced by rural communities.

26.043. Enquiry from EDGE – Information and details would be checked with the clerk.

26.044. Public Representations

01. A member of the public expressed concerns about the workload associated with the project and its potential impact on the Chair and office staff.

26.045. Date of next meeting – 15 September 2026. Cllr Judd sent his apologies for this date.
