Minutes of a meeting of the New Pavilion Committee held 19:00hrs, Tuesday, 19 May 2026, in the Bridge Room at the Curlew Centre, Sutton Bridge.

Present: Cllr M Middleton (Chair), Cllr M Philpott, Cllr Scarlett  Co-opted non-voting members Mr D Earth, Mr D Wall

26.027. Apologies –Cllr D Cook, Mr C Brandon-King, Mrs V Smith

26.028. There were no declarations of interest or requests for dispensation. 

26.029. Public Representations – No comments

26.030. It was resolved to approve the minutes of the meeting held on 21 April 2026, these were signed by the Chair.

26.031. Play Zone

01. The clerk reported that the start date for the build would be 15th June, an event to mark the ground breaking would be organised with funders invited to come along,

26.032. Temporary Pavilion Facilities 

01. Cllr Middleton read out an email received from a member of the public. The ruts in the field would be rectified following the construction of the Playzone, they would not affect the playing area of the football field. The football club would organise the slabs to be  taken away. DE would be meeting the locksmith to get into the building to start planning its utilisation. Cllr Middleton would contact M Warr to establish where we were with the planning application.

26.033. Pavilion Project

01. Cllr Middleton and Mr Wall visited a supplier in Coventry to view a building in situ, a quote for a building on our site had not yet been received. There were concerns regarding the building with pillars throughout that would compromise the useful space. Insulation did not appear to be of the same standard as other modular buildings. There were also concerns that the flooring was joined in strips and that this would not be a good surface for some of the groups it is hoped might use the building. The building would also be slightly larger as it is limited to container sizes. Aesthetically the building would also look like containers joined together. The Football Foundation had recommended this supplier as prices could be cheaper but this could not be established until the quote was received.  

02. Cllr Middleton shared the letter from the Football Foundation to Sir John Hayes. It particularly suggested that a lot of money had been spent in South Holland and there would be no further help for Sutton Bridge. It was suggested that a local survey of children be conducted to establish demand and support the case for a Pavilion and the development of football in Sutton Bridge. Cllr Scarlett agreed to ask at the UALS if a survey would be allowed; and the clerk would write to Westmere School. D Wall agreed to calculate the final figures for the cost of the project. Cllr Middleton reported that now contact had been made with the Football Foundation and Sir John Hayes, Sir John would be going back to them to arrange a meeting and discuss the project.
