Terms of reference for Burial Ground Committee

• is constituted to provide a framework for the efficient, cost effective, compassionate, safe, and legal operation of the Parish Council’s cemetery;

• shall elect a chair at the first meeting held after the May Annual Parish Council meeting;

• may co-opt additional non-council, non-voting members, if required;

• may seek advice from any other profession, the public, or anyone who may be able to assist the committee;

• will liaise with all relevant authorities as necessary;

• will at meetings, in the absence of the clerk or administration assistant, appoint a minute taker;

• will secure a budget from full Council sufficient to achieve its stated objectives;

• will seek tenders as appropriate following proper practice as defined in the Council’s Financial Regulations;

• within its agreed budgetary limits, authorise such expenditure as may be necessary for the effective operation of the Council’s cemetery;

• will seek authority from full Council before committing the Council to any major expenditure;

• will, at least annually, review rules and procedures relating to the operation of the cemetery;

• will annually review prices for cemetery services, making a recommendation for approval by the Parish Council;

• will carry out, or obtain, any necessary risk assessments and method statements as and when required;

• will report back its activities, expenditure, and recommendations to full Council at the earliest opportunity.
